With reference to paras. 9 and 10 of my annual report for 1894 I hare
the honour to forward for the information of His Excellency the Governor a
return showing the various casualties in the guropean staff during the last
two years.
From this return it will be seen that no less than 79
men joined the staff in 2 years. The majority of these men were discharged
merchant seamen who finding themselves in debt to the Sailor's Home had to
take any employment they could get. As there were no other applicants for the
vacancies, the pay being insufficient to induce suitable men to apply, I had
option.
no objection but to engage then and give them a trial. They never had an ide:
of serving for any time and few ever attempted to learn their duties but sp
simply remained till they could get other employment when they would resign
or commit themselves with a view to being dismissed. Most of them could not
stand the strict discipline which is required in a prison. They were constantly
drunk and unfit for duty the consequence of which was that other men whose turn
it was to be off duty had to be called in to make up the division for duty. This
was extremely hard on the steady men and the frequent calls on them to do extra
duty has bean the cause of many of them resigning.
